High-value Surgical Systems are critical for achieving universal health coverage and developing resilient health systems. This 3-day in-person program developed the skills, knowledge, and competencies required to build High-value Surgical Systems through the use of real-world examples.

Learning objectives

  1. To develop an understanding of the principles and core components of value-based health care systems and what this means for the development of high-value surgical care systems.

  2. To critically examine challenges to implementing value-based care models in practice.

  3. To discuss strategic approaches to develop an ecosystem for the design and implementation of value-based care initiatives at scale.

  4. To be familiarized with the design and implementation of high-value surgical care systems through value-based procurement.

  5. To explore from payer and provider perspectives the design and implementation of high-value surgical care systems for a single disease condition.

  6. To analyze from payer and provider perspectives the design and implementation of high-value surgical care systems for a bundle of conditions.

  7. To analyze design and implementation of value-based transformation of surgical services to create high-value surgical care systems.

  8. To discuss how value-based initiatives can be implemented in health systems and networks to establish sustainable high-value surgical care systems.

Course design

The course was designed to be practical in its orientation with the use of real-world examples of different approaches to design and implementation of VBHC. There were case examples from Canada, Catalunya (Spain), the Netherlands, Portugal, Singapore, Sweden, and the United States. Four real-life case studies were developed for use in the course.

The course design process involved conducting a series of interviews of key informants (such as surgeons involved in the design and development of surgical care systems, policy makers, funders and international agencies) from countries to ensure the course content is in line with the needs and expectations of participating countries and delegates.

The course was delivered over three days, conducted face-to-face. There was virtual participation of some guest speakers. Each session involved presentations and moderated discussions to ensure the delegates were able to explore with the faculty and guest speakers and critically analyze in detail the experiences in varied settings and approaches to implementing High-Value Surgical Care Systems.

 
 
 

Programme leadership

Dr. Rifat Atun, MD, MBA, is Professor of Global Health Systems at Harvard University and the Faculty Chair for the Harvard Ministerial Leadership Program. Dr. Atun is involved with several major initiatives on Value-based Health Care. He was the senior advisor to G20 Presidency last year and introduced VBHC to G20 as a priority and its inclusion in the Ministerial and The Heads of State Declarations. In 2008-12, he served as a member of the Executive Management Team of the Global Fund as Director of Strategy, Performance and Evaluation where he chaired the panel that oversaw annual investments of ~$4 billion USD each year.

He has published over 350 papers in leading journals. In 2020, he was recognized by the Web of Science as one of the World's Highly Cited Researchers.

Prof. Atun has advised more than 30 governments on health policy and health system reform, and has consulted for the World Bank, WHO, and leading organizations such as Medtronic, Novartis, Hoffman-La Roche, and Merck & Co.

Professor Atun studied medicine at University of London as a Commonwealth Scholar. He completed his postgraduate training in family medicine and public health. He obtained a Master’s in Business Administration at University of London and Imperial College London. He is a Fellow of the Royal College of Physicians, the Faculty of Public Health, and the Royal College of General Practitioners.
